Why is this great?
John Cleese commits completely to the concept behind the sketch: it's a government program to be taken with the utmost seriousness. He never cracks a smile or lets on that he thinks the concept is even a little "off". The reality of the scene is preserved.
Too bad they left out the Anglo-French silly walk.
